Duties and Responsibilities

Under the overall supervision of the Regional Representative of the United Nations Office on Drugs and Crime (UNODC) Regional Office for Southern Africa (ROSAF) and the direct technical supervision of the Regional Adviser, HIV/AIDS Prevention and Care, the Local Individual Contractor will be responsible for advanced technical support on drug demand reduction to the South African Government. The incumbent’s technical support to the South Africa Government will be aimed at promoting balanced drug control policies based on internationally agreed frameworks, norms and standards. The Local Individual Contractor will support South Africa to align its national drug demand efforts with UNODC/World Health Organization (WHO) International Standards on Drug Use Prevention and the UNODC/WHO International Standards for the Treatment of Drug Use Disorders - including for key populations, based on scientific evidence, international human rights and gender considerations. This assignment is situated in the framework of UNODC global project – Partnerships for prevention of drug use, treatment, care and rehabilitation for drug use disorders, and access to controlled medicines while preventing diversion and non-medical use. The Local Individual Contractor will be responsible for the day-to-day management of the project in South Africa in close coordination with UNODC ROSAF and UNODC Health and Development Section. Specifically, the activities will entail advanced support to South Africa on developing national action plans for developing the drug use prevention and substance use disorder treatment system through a capacity-building workshop together with the South African Government and national stakeholders. It will also include strengthening interdepartmental collaboration on drug demand reduction and harm reduction in South Africa through national capacity-building support.

Qualifications/special skills

  • High school diploma or equivalent is required.
  • A first-level university degree in social sciences, psychology, public health, international relations public administration, development studies, management, or other related fields is desirable
  • A minimum of 10 years of professional experience at the national level in managing and working on drug use disorder treatment and care, and experience in the field of programme/project management is required.
  • Previous experience in UN projects or in donor-funded environments is desirable.
  • Knowledge of various administrative procedures of UNODC or the United Nations system in general is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
