Job Description and Responsibilities

Chief, Environment Division reports to Director, Infrastructure and Camp Improvement, D1. The incumbent supervises a range of professional, general services and other contract modalities staff, as may be assigned.

  • Directs, organises and plans the divisional overall operations, activities and financial matters within the overall departmental plans on environment and WASH; coordinates with other Senior Staff at the Infrastructure and Camp Improvement Department (ICID) to ensure that all environmental aspects are included in their division/work plans; develops and monitors key indicators ensuring the attainment of the pre-set objectives and coherence with the Agency's overall strategies.
  • Leads the development and updating the Agency-wide environment and WASH policies, strategies and framework; coordinates and advises other Programmes/Departments including Health, Education, Relief and Social services to ensure that their strategies are streamlined with the Agency's overall environmental and WASH policies and strategies.
  • Leads the development of manuals, instructions, guidelines and tools, including "ICIP Environmental and Social Management Framework"; coordinates with other Programmes/Departments at HQs and Fields to ensure that their projects/plans are implemented in accordance with environmental aspects.
  • Develops and implements innovative proposals to address environmental sustainability, including Climate Changes challenges; contacts, coordinates and promotes partnership with other UN Agencies, NGOs and other stakeholders to promote environmental measures across the Fields and enhance the use of renewable resources.
  • Reviews and clears the Agency-wide Solid Waste Management (SWM) framework for HQs and Fields; provides support in the preparation of field specific strategies, taking into consideration the resources constrain, Field's circumstances and operational characteristics; monitors, assesses and evaluates the overall implementation of the SWM improvement projects Agency-wide.
  • Oversees the assessment of needs and challenges concerning infrastructure in the refugee camps and related areas, including water supply, storm water management, and wastewater collection and disposals, sanitation, solid waste, medical and hazardous waste; provides effective and efficient solutions to address specific challenges and plan their inclusion in the Programme overall plans, ensuring improved services in the camps and UNRWA premises.
  • Oversees the provision of technical support and provides clearance to all FICIPs environmental, social, health and safety related documents/plans such as Environmental and Social Impac Assessment Studies (ESIAs), Relocation Action Plans (RAPs), Projects' Environmental and Social Management Plans (ESMPs), Stakeholder Engagement Plans (SEPs), Projects' Grievance Redness Mechanisms (GRMs), and other related studies and plans as required.
  • Develops capacity building programme for the Agency's environment and WASH staff; provides technical guidance/training on the area of occupational health and safety /public health and safety and personal protective equipment for all FICIP staff including environment, WASH, construction and maintenance staff; assesses the training outcomes to ensure reflection on the staff performance and contribution to the work improvement and make the necessary alignment.
  • Participates in the preparation of the Department's strategy and in the planning of its activities, including advocacy and fundraising for interventions; supports the development of projects addressed to improve environmental aspects and follows up on the implementation of such aspects including the work of consultants.

Requirements/Qualifications

Education

Advanced university degree (Master's or equivalent) from an accredited educational institution in environmental engineering, environmental science or a related field.

Work Experience

  • At least ten years of progressively responsible and relevant experience in environmental/sanitation engineering, including, construction, project planning, management, and contract administration, of which at least five years should be at a senior, supervisory level is required.
  • Experience in environmental sustainability, environmental and social management, and health and safety (ESHS) is required.
  • Experience in strategy/policy development and formulation is required.
  • Experience and advanced computer skills and IT applications such as Microsoft Project and MSOffice applications is required.
  • Ability to conduct training courses is desirable.
  • Good knowledge of the Middle East environment and cultures is desirable.
  • Experience in management of engineering projects in developing countries is desirable.
  • Knowledge of UNRWA's financial and administrative systems is desirable.

Languages

  • English is required.
  • Arabic is required.

Assessment

Evaluation of qualified candidates will include an assessment exercise and followed by competency based interview.

Contract Type / Level

Fixed Term Appointment for 1 year, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need.

Salary

Grade 20 Monthly basic salary JD 1462.30 plus special occupational allowance (SOA) of 89.83% of the basic salary (SOA may change from time to time).
