Job Description

The Procurement Supervisor leads and oversees the Embassy’s Procurement Section, serving as the subject matter expert for all acquisition activities supporting Mission operations and reports to the General Services Officer (GSO).

The incumbent works a full-time 40-hour week, and must be available to begin work within four weeks of receiving the required authorizations and clearances.

Procurement Section Management

  • Directs, supervises, and oversees the day-to-day operation of the Procurement Section for the Department of State and other U.S. Government agencies subscribed through ICASS.
  • Proposes, develops, and implements operational and technological improvements to enhance procurement processes and efficiencies.
  • Ensures all procurement activities comply with applicable rules and regulations.

Acquisition Subject Matter Expert

  • Serves as Post’s Subject Matter Expert (SME) on U.S. and local government acquisition rules.
  • Ensures all acquisitions conform to Federal Acquisition Regulations (FAR), Department of State Acquisition Regulations (DOSAR), and related guidance.
  • Ensures any authorized exceptions are properly documented and comply with applicable agency regulations.
  • Develops and maintains market research data on local and regional suppliers and pricing.

Contracting and Procurement Administration

  • Drafts solicitations, contracts, Blanket Purchase Agreements (BPAs), Indefinite Delivery/Indefinite Quantity (IDIQ) agreements, and micro-purchase acquisitions for Contracting Officer review and approval.
  • Advises the Contracting Officer on acquisition strategies and payment methods to achieve procurement objectives.
  • Maintains procurement records in Ariba, ILMS/Procurement, eFiling, FPDS, and other required government systems.

Supervision and Customer Service

  • Manages, coaches, and develops three Procurement Agents and one Procurement Expeditor on policies, procedures, and best practices.
  • Supervises procurement activities to ensure quality, compliance, and high levels of customer service.
  • Handles complex customer service issues and assists in resolving contract disputes with the GSO, CORs, and agency representatives.

Procurement Planning and Acquisition Execution

  • Reviews procurement requests for accuracy, completeness, and technical sufficiency.
  • Obtains technical specifications, estimates costs, and identifies qualified sources of supply.
  • Solicits bids and quotations, evaluates vendor responses, and prepares analyses and recommendations.
  • Determines the most efficient, cost-effective, and appropriate acquisition method in the best interest of the U.S. Government.
  • Assists in coordinating pre-proposal conferences as required.

Experience

  • Three years combined experience in procurement, contract management, and/or accounting.
  • One year of supervisory experience in either procurement or accounting field is required.
  • Membership with the Malawi Institute of Procurement and Supply (MIPS) is required.

Job Knowledge

  • Sound knowledge of procurement, supply chain, accounting, and cost control.
  • Detailed knowledge of U.S. Government acquisition rules and regulations, including:
    • Federal Acquisition Regulations (FAR)
    • Department of State Acquisition Regulations (DOSAR)
    • Foreign Affairs Manual (FAM)
    • DOSAM
    • GSA Buyers Guide
    • Purchase card management
    • Guidance from the Office of the Procurement Executive
    • Other U.S. Government procurement and purchasing regulatory requirements

Skills and Abilities

  • Skilled knowledge of word processing, database, email and spreadsheet software for Windows.
  • Must possess Class B valid driving license.

Bachelor’s degree in management, Supply Chain, Accounting, Logistics or Marketing

LANGUAGE:

English Level 4: Fluent; speaking/reading/writing, may include the ability to translate English is required.

Chichewa Level 3: Good working knowledge, speaking, reading, and writing Chichewa required.
